BY-LAWS of
Christ The King Parent Teacher Organization
Article I: Name
The name of this organization shall be Christ The King Parent Teacher Organization.
Article II: Objectives
The objectives of the Parent Teacher Organization shall be:
To promote quality educational, spiritual and cultural experiences for children;
To provide close communication between home, school, staff, faculty and community;
To be well-informed on issues affecting education so as to effectively participate in the school;
To facilitate and organize parent volunteer programs within the school.
Article III: Policies
Section 1.
This organization shall be developed through conferences, committees and projects.
Section 2.
This organization shall be non-commercial, non-sectarian and non-partisan. Neither the name of the organization nor the names of any of its members in their official capacities shall be used in any connection with a commercial concern, with any partisan interest or for any other purpose except the regular work of the organization.
Section 3.
The organization may cooperate with other organizations and agencies concerning child welfare but persons representing the organization in such matters shall make no commitments that bind the organization. Proposals must be presented and approved at the general meetings.
Section 4.
This organization shall not directly or indirectly participate or intervene (in any way, including the publishing or distributing of statements) in any political campaign on behalf of or in opposition to any candidate for public office.
Article IV: Membership
Section 1.
All teachers and staff of Christ the King, and all parents or guardians of students at Christ the King are members of the organization.
Section 2.
The privilege of holding office, making motions, debating and voting shall be limited to members of the organization.
Article V: Officers
Section 1.
The elective officers shall be the President or Co-Presidents, Secretary, and Treasurer. Section 2.
All officers must be willing to represent the membership at large with the best interest of the Christ the King students as their primary function.
Section 3.
The persons holding the elected officer positions of President/Co-Presidents must be Catholic.
Article VI: Elections
Section 1.
Nomination forms will be sent out via the Friday Flash during the 2nd week in February. The deadline for nominations will be 2 weeks later. Nominees will be announced via the Friday Flash the week prior to the March meeting along with an announcement of the upcoming vote to take place at the March Meeting.
Section 2.
Officer, Classroom Representative and Committee Chair positions shall be elected by ballot or show of hands.
Section 3.
The elect shall be announced at the March meeting to prepare for their duties for the following school year.
Section 4.
Officers shall serve for a term of one (1) year. No Officer, Classroom Representative, or Committee Chair, shall be eligible to the same position for more than two (2) consecutive years, unless the position goes unfilled.
Section 5.
In the event where a motion does not reach a majority or there is a tie vote for an elected position, the Executive Committee will appoint the position.
Article VII: Vacancies
If a vacancy occurs, the President/Co-Presidents shall appoint a person to fill the position for the remainder of the term with the approval of the Executive Committee. If a vacancy of the office of President/Co-Presidents occurs, the Principal shall appoint someone for the position.
Article VIII: Meetings
Section 1.
The regular meeting of this organization shall be held according to the decision of the organization or by the Executive Committee. Ten (10) days notice shall be given of any change of meeting dates. The last meeting of the school year shall constitute the annual meeting.
Section 2.
Special meetings may be called by the Executive Committee.
Section 3.
The transaction of business at general, publicized meetings will be conducted by those present. Any decisions will be effective upon a majority vote of those present.
Section 4.
Officers, Committee chairpersons, and Classroom representatives should be present at all regular scheduled Parent Teacher Organization meetings.
Section 5.
The Executive Committee may fix its own rules of procedure, but in the absence of agreement, Robert’s Rules of Order Revised shall apply.
Article IX: Duties of Officers
Section 1.
The President/Co-Presidents will preside at all meetings of the organization and of the Executive committee and will perform all other duties usually pertaining to the office of President/Co-Presidents: organize officer meeting dates and locations; create agenda and facilitate meetings; oversee chairpersons; share information; create monthly Parent Teacher Organization agenda, along with officers and committee chairpersons; communicate with Principal as needed for dialogue regarding Parent Teacher Organization interests; coordinate meeting dates with administration; and approve all committee expenses prior to going to Treasurer.
Section 2.
The Secretary will record the minutes of all meetings of the organization and of the Executive Committee. This person will also be responsible for the correspondence of the organization and will also perform such other duties as may be requested by the Executive Committee. In addition, the secretary will report needed advertisements and communications with administration and for the Friday Flash; create advertising to invite parents to Parent Teacher Organization meetings; work with event chairs to make sure all events are advertised well in advance; and provide copies of minutes to teachers, staff, parish, and School Board.
Section 3.
The Treasurer will receive all Monies of the organization; keep accurate record of the receipts, expenditures and obtain check request and deposit forms as needed; pay funds out as authorized by the organization and at other times when requested by the Executive Committee; and make a summary report to the Executive Committee as directed. The Treasurer's accounts will be examined by the Parish Finance Manager.
Section 4.
The duties of the Executive Committee will be to transact necessary business in the intervals between meetings of the organization and such other business as may be referred to it by the organization; appoint and oversee the work of standing committees; create and oversee the work of special committees; present a report at each regular meeting; and prepare and submit to the organization for approval a budget for the fiscal year.
Section 5.
All members of the Executive Committee shall have the right to vote on matters of business. In order to transact business, there must be a majority of the Executive committee present.
Article X: Committees
Section 1.
Elected officers: President/Co-Presidents, Secretary, Treasurer, shall constitute the Executive Committee, along with the School Principal.
Section 2.
The Committees shall be at least the following: the Social Committee, the Hospitality Committee and the Spirituality Committee. Additional committees may be appointed as required.
Section 3.
The chairpersons of each committee should be present and give reports at the regular scheduled Parent Teacher Organization meetings.
Article XI: Special Committees
Section 1.
Special committees may be created by the Executive Committee as necessary to promote the objectives of the organization and to carry on its work. Any such special committee may continue its function into a succeeding school year with the approval of the current Executive Committee.
Article XII: Amendments
Section 1.
These By-laws may be amended at any regular meeting of the organization by a majority vote of the members present and voting, provided notice of the proposed amendment shall have been given at the previous meeting.
Section 2.
A committee on the revision of By-laws may be appointed by the Executive Committee.
